In Michigan, it’s illegal to text while driving. Nationwide, 35 states ban texting while driving. In addition, nine states prohibit the use of hand-held phones. No states completely restrict drivers from using cell phones while driving. That should change, Herman said. She compared using a cell phone while driving to drunk driving. “It’s going to be very unpopular with some people,” Herman said, referring to the idea of completely banning drivers from using cell phones. “We’re not here to win a popularity contest.
